Elements and Performance Criteria

  1. Plan and prepare for licensing
  2. Inspect facility
  3. Calculate licence

Required Skills

This describes the essential skills and knowledge and their level required for this unit

Required Skills

apply OHampS requirements

calculate licensing requirements

communicate with stakeholders effectively

conduct inspections

identify problems and non adherence to policy and standards

interact with stakeholders effectively

interpret the capabilities and effects of Australian Defence Force explosive ordnance

maintain documentation

read and understand relevant workplace documentation

Required Knowledge

characteristics technical capabilities effects and limitations of Australian Defence Force explosive ordnance

documentation requirements

explosive ordnance licensing formula

inspection procedures

net explosive quantity and compatibility

policies and procedures applicable to explosive ordnance facilities

relevant documentation

relevant OHampS requirements

reporting requirements

spatial measurement including length width perimeter and area

technical capabilities and limitations of equipment used in the licensing process

verbal and nonverbal communication techniques including language style active listening

Evidence Required

The evidence guide provides advice on assessment and must be read in conjunction with the Performance Criteria Required Skills and Knowledge the Range Statement and the Assessment Guidelines for this Training Package

Critical aspects for assessment and evidence required to demonstrate competency in this unit

Assessment must confirm the ability to

plan and prepare for licensing

research and examine the required documentation

inspect the facility and potential explosive site to be licensed

draw conclusions and recommendations from these activities

The unit requires the individual to be able to

demonstrate their knowledge of licensing requirements

demonstrate the application of formulae relevant to licensing

prepare licensing documentation for authorisation

Consistency in performance

Competency should be demonstrated over time and should be observed in a range of actual or simulated work contexts

Context of and specific resources for assessment

Context of assessment

Competency should be assessed by observing an individual within the workplace or simulated environment in a role where the licensing of explosive ordnance facilities is required

Evidence should be gathered through questioning relating to required knowledge and the submission of a portfolio of licensing documentation conducted over a range of facilities

Specific resources for assessment

Access is required to

explosive ordnance facilities and resources used in the licensing of those facilities

Method of assessment

In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision andor mentoring which is typically recorded in a competency workbook

Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment

Assessment may occur in an operational environment or in an industryapproved simulated work environment Forms of assessment that are typically used include

direct observation

interviewing the candidate

journals and workplace documentation

third party reports from supervisors

written or oral questions
